Okpebholo proposes N939.850bn for Edo as financial estimate to 2026


…68% vote for CAPEX, 32% vote for OPEX

Edo State Governor Mande Okpebholo on Tuesday presented the 2026 Appropriation Bill of N939.850 billion to the state Assembly for consideration and passage.

Governor Okpebholo, who tagged the budget appropriation bill hope and development, said it was designed to build on the foundation laid in the 2025 financial year.

He described it as a budget that “meets the needs of the people”, focusing on security, infrastructure, agriculture, education, job creation and health care.

He also said the budget sought to consolidate the gains recorded during his first year in office, expand the reach of government, and restore the hope of Edo people in governance.

According to him, the 2026 Budget for Hope and Development is built on the SHINE Agenda, which has five pillars, security, health, infrastructure, natural resources/agriculture and education.

He said, “The vision of the 2026 budget of hope and development is simple; it is to bring about prosperity and a united Edo State where every citizen has hope and every community feels the impact of governance.”

The 2026 budget estimate is N3340.774 billion higher than the 2025 budget presented in December 10, 2024.

The 2026 budget is also N264.65 billion higher than the budget approved by the State House of Assembly after reaching N675,200,058,858,52 billion.

The 2025 budget was reviewed to the tune of N799,820,058,858,52 billion in October, 2025 during the supplementary.

The 2026 budget estimate is N140.3 billion more than the supplementary budget of N799,820,058,858,52

The governor said the sum of N637 billion, representing 68%, was allocated for capital expenditure, while N302 billion, representing 32%, was for recurrent expenditure.

Governor Okpebholo said the budget will be financed from Internally Generated Revenue of N160 billion, Federal Account Allocation Committee (FAAC) of N480 billion, Capital Receipts and Grants of N153 billion, Public Private Partnership of N146 billion and other revenue windows available to the state.

Sectoral analysis of the budget shows that the economic sector accounts for N614.2 billion, followed by the administration sector at N157.7 billion, the social sector at N148.9 billion and the justice sector at N19 billion.

The Governor said the Budget 2025 made a real impact on the lives of the people of the state and recorded strong performance in both capital and recurrent expenditure.

He said in the 2025 financial year, there was an increase in internally generated revenue due to blockage of leakages and strong collections.

He said significant achievements were recorded in key areas of security, roads, health care, agriculture, education and employment generation.
